no option to show apple music in iTunes on mac

i don't have the option to get apple music on my mac (no "radio", "for you", "new" tabs between the "my music" and "iTunes store tabs") also there isn't an option in the preferences to add apple music. Tried re-installing os x (when you press cmd + R while booting the system) didn't help. the photo is in russian, but should give an idea of the problem. any ideas?
