There should be a restriction or parental control on personal hotspot. Children feel pressured to allow their friends to use their hotspot. And it is the parents that pay for it!

I could have sworn that setting the cellular setting restriction to "don't allow changes" *used* to solve this problem. But...not now.

Contact your carrier and ask them to disable the hotspot feature on the phone.
