Welcome to the Apple Support Communities! According to the title, you have an iPad that's in Activation Lock. This occurs when the previous owner does not sign out of iCloud on that device before passing it along to someone else. You're on the right track and I absolutely want you to have access to such a wonderful device. In this instance, you'd want to continue working with that previous owner as they're the one who has the ultimate ability to regain control of the account.
