the latest version of GB need 10.11 and you don't have enough RAM to run the last 3 versions of OS X (only 10.11 is available if you don't already own the other ones btw)
upgrade your RAM
upgrade the OS
upgrade GB

Are you sure yo have a 1.88 GHz processor since not Mac Mini has that. That closest is 1.83 MHz. A 1.83 can either be a late 2006 or 2007
In any event the 2006 can only go to 10,6,8 and the 2007 to 10.7.5.
I would at this time only get a 2010 or later Mini since only the 2010 and later can go to Sierra, 10.12
