iTunes Match 4010 Error

About a month ago I purchased a MacBook Air second-hand. It's a 13", late 2010 model running El Capitan 10.11.6. It's a great laptop and I'm actually looking forward to getting back to school (as a teacher, not a student) to use it.
As you may have guessed from the subject line above, the iTunes Match isn't working. Not even a little bit. At first it was just a nuisance that I dealt with by transferring everything I could from my old laptop via a 1TB backup drive to this one. Well, almost everything but not everything - That's another question for another day.
Now, however, my iTunes Match subscription is up for renewal and I'm going to cancel if I can't get it to work properly. I enjoy the service as it saves a bunch of space on my iPad and iPhone, but without being able to transfer everything to the main computer it's not worth it.
I've read countless articles saying I have to delete all of the family purchases, which I think I've done. However, maybe I didn't...I can't see where to find this info?
I contacted Apple Support and they asked if anything was over 20 minutes, which there isn't.
Their solution is to wipe my computer clean and start over. That's a pretty radical solution, but I have very little faith that it will work.
First, the tech seemed to be grasping for straws when he came to this suggest.
Second, the iTunes Match on my old laptop is giving the identical 4010 error message, so it seems the problem is with iTunes Match and not both laptops.
Any suggestions you wizards could provide would be greatly appreciated. Thanks in advance.
