iPhone 4 will not delete video or pic's

lost iPhone 6+ know stuck with iPhone 4's I can't delete videos or pics they come right back. iCloud is not on for pic's and I seem to be getting all my old contacts two and three time in my contacts. any ideals on what is going on?
