It sounds like you're having some issues using your iPhone to access the music you added to your iCloud Music Library from iTunes on your computer. Being able to access the same music library across all of my devices is one of my favorite features of Apple Music, so I can certainly understand why you would reach out for help when it's not working as expected for you.
