Hi, my computer's hard drive got busted so I had to buy a new one, so I won't have my music anymore, only on my iPod. Could I sync my iPod with my computer with the empty iTunes library with the new hard drive to put all my existing music on my iPod onto my computer again? Or do I have to download it all again? I have about 600 songs currently and I don't download every single one of them again.

Of course you can. It is very easy to sync music from iPod to computer,what you need to do is using a third-party tool that can help you move your existing music from iPod to PC now. iTunes is not workable as for your description. Just find another tool to help.
