My iphone wont turn on only flashing the apple logo when i try to charge it. When i plug it in to itunes and try to restore it keeps saying error have tried all options suggested. Red itunes display only showing and error message keeps appearing. is my only option it needs repair?

If you want to restore you can do this using find iPhone, just go to icloud.com and sign in. Click on find iPhone and then click on erase iPhone
No, you can not restore iOS using iCloud. You can erase the phone if it is in a condition where it can connect to the Internet via either cellular data or WiFi. That's not the same thing.
