why the device do not show that the find my iphone is off???

i was at starbucks on sunday morning and i just forgot my iphone in the cashier...

some stupid took it and the manager was angry with me!!!!!because he says is my problem!I hope he never lost or forget something really important to him....

well,it took me like 4 hours to realize that,because I was just trying to help someone....

when i just try to find it-the app showed that was off line-IT WAS NOT THE TRUE!!!!its was find my iphone off,caught you??

so the person used my iphone the 3g internet,and i took the serial number to the police

what else can i really do for it???

i need your help-i know that i could not find it,but the stupid has to pay for it

If the phone isn't connected to a network (neither cellular nor wifi) it will show as offline (or do you mean that it doesn't show on your account as having Find My iPhone enabled on it ?). You could keep trying in case it comes online : http://www.icloud.com on a computer or Find iPhone app on another iOS device

Apart from contacted the police, which you say that you've done, you should also change your iTunes account password, your email account passwords, and any passwords that you'd stored on websites/emails/notes etc., and contact your carrier.
