    Just because you're being asked to verify, or update your credit card information does not mean new purchases will be billed to the card. With just some very specific purchases (subscriptions), your account balance will be depleted before your credit card is used.

    Even if you have enough balance in your account you still need to have a verified payment method.  If your payment method is not verified if will request you verify it before allowing any purchases from your account balance.

     

    Change or remove your Apple ID payment information - Apple Support

     

    You can set your payment method to "None" as outlined above if you do not require a credit card be on your account.

    No. Its been like this for a while. If your Credit card on file expired, or some change to your payment method happened you would be required to re-verify the payment method.

    Thank you all, however, after not being able to get into iTunes at all for 15 minutes it seems that I can now make purchases WITHOUT it asking for my credit card info.  I don't believe that it should.  If I have any credit on anything I would expect it to NOT ask for my credit card info.  Thanks again.

    As per the terms of service, the iTunes Store requires a valid and verified payment method be on file regardless of your balance. If you did not have it set to "None" then it will request verification.

     

    As mentioned you can set it to "None" as explained above if you don't want to have a Credit card on file. This will get rid of the verification prompts.

     

    But if you had a credit card on file at any point and it stopped being valid or something changed you will get the prompts.
