Texting with Wifi (iPhone 6)

I am in a restaurant with no cell service but they have wifi. I cannot send a message to a Droid. What technical issues are preventing that? Seems to me that once you get text (data) onto a network it should be able to be converted (if necessary) and delivered to a number? What am I missing? Thanks

SMS and MMS messaging require a cellular voice channel to work. They are not internet messaging services, they are cellular telephone messaging services. Only if your carrier, plan and device support wifi calling, and you have enabled wifi calling on your device, would your carrier be able to send and receive texts over wifi. So, if your carrier offers it, see if you can setup wifi calling on your iphone.

iMessage is an internet messaging service from Apple, so it needs an internet data connection, be it wifi or cellular. But it only works between Apple devices.
