With IOS hotspot tethering need to turn on and off to get wifi to showup

With my last two iphones (have verizon with tethering enabled), I've found that I do not see my iphone's wifi until I turn the hotspot feature on and off. That is, everytime I want to log in a device, I need to turn turn off and on the personal hotspot feature on my iphone.

Is that expected behavior? it's very annoying when you already have a device connected (like someone is watching a movie on it) and you want to connect another device (like a macbook). You have to disrupt the person's movie experience to connect another device.
