Do you mean that you are getting a message about the account being disabled or locked ? If you are, then if it's for security reasons try : If your Apple ID is locked - Apple Support

If that doesn't work try contacting iTunes Support and see if they can/will re-enable it (whether they will re-enable it will depend upon what it's been disabled/locked), use the 'contact us' link at the bottom right of every page on here
