Your Apple ID can be disabled in two different ways : it can be disabled for security reasons (when an incorrect password has been entered too many times : see If your Apple ID is locked - Apple Support) or it can be disabled in the biling system (even if you are trying to download a free app, it will still prevent you from doing so. Most of the time, this happens when you owe the iTunes Store money (for example, if your credit card company did not approve a payment for something you purchased from Apple) but it could be for another reason. Aug 24, 2016 5:43 PM in response to Starlight5by Bakhtina,Are you still refering to your Apple ID being locked, or is this a separate issue? What do you mean when you say your iPad is locked? Is it prompting you to enter a passcode? Does it look like this (saying 'iPad' instead, of course) :
