Hi, I've bought a second hand ipad mini and its asking for the previous's icloud id and password to activate. I have proof that I bought it (warranty card). Could I please have Apple to reset the ipad cause I dont have the number of the person who sold it.

Probably not, but only Apple can say for certain. It may have been lost or stolen somewhere along the line.

You have a big problem.
Your iPad is Activation Locked, meaning the previous owner has not released it from Find My iPad. Until and unless that owner releases the iPad, you will never be able to use it. Nobody (not Apple, nor anyone else) can override this.
Return the iPad and get a refund if you can.

Putting a device in recovery mode will NOT remove the Activation Lock. If it did, there wouldn't be much point to having it in the first place.
