Aug 26, 2016 7:37 AM in response to lordleeby Phil0124,If you're developing an actual App that will be installed in the iPad and not simply a website, or webapp, then yes, you can make it so it does not require being online. You can have everything contained within the app.
If you are making a web app that will require access to a website somehow to be opened, then by definition you need an internet connection. Or at the very least a local webserver on your network to serve up this Webapp.
It's really up to you how you design the App.
Just because you are using html5 does not automatically mean you need to be online. but it comes down to your development to determine how the app needs to be used.

This is certainly possible. It isn't even difficult, technically speaking. It may be more of a challenge getting the app installed on the iPads. You haven't said anything about the nature of the deployment. That makes all the difference.
It may be as simple as building a web site that is offline-savvy (see https://developer.apple.com/library/safari/documentation/iPhone/Conceptual/Safar iJSDatabaseGuide/Introduction/Introducti…), then loading that page on the iPad, then adding that page to the iPad's home screen.
