Q: Cannot activate iPad2

I have an iPad2 currently running 9.3.2.  I am getting a cannot activate iPad error as the server cannot be reached. The real problem here is that the iPad will not connect to iTunes so I cannot update or activate by connecting to a computer.

Is there any way I can update or activate this iPad without connecting to iTunes e.g. via iCloud. I can still see the device on iCloud.com but it is not logged into Find my iPhone.
