I understand from your post that you are not able to convert music files that are in your library. There are a few reasons why this may be happening. The following 2 articles may provide some insight as to why the songs cannot be converted:About iCloud Music Library icons and status
Ineligible
This icon appears next items that can't be added to iCloud Music Library. A song might be ineligible if it wasn't purchased from the iTunes Store or was purchased using a different Apple ID, or if the song file is larger than 200 MB, is longer than two hours, or was encoded at 96 Kbps or less.
Convert a song to a different file format with iTunes
Older purchased songs are encoded in a Protected AAC format that prevents them from being converted. Learn how to upgrade these and then convert to another format.
