Is there a possibility to locate an offline iphone

Gud day! I lost my iphone 3 days ago, tried to log-in to my icloud account hours after it was lost but i cant see the last known location option. I also went to cell repair shop to report if someone asked their expertise to unlock my iphone. is there a way to find my phone even if its offline? or through IMEI number?.

If Find My iPhone was turned on before your iPhone was lost or stolen, then you can use a computer (or the Find My iPhone app on another iPhone, iPad or iPod touch, if you have one) to turn on Lost Mode and to attempt to locate your iPhone. If you have already activated Lost Mode, then that action will take effect the next time your iPhone is online. Your iPhone cannot be located whilst it remains offline.
