Apple does not announce that - you need to ask them - I assume that it is where ever they choose and might be one of a number of different places depending on volume and when you order

And you posted in the iPhoto for Mac forum - Photo books can no longer be ordered at all from iPhoto - they were discontinues in April

Not one place and no guarentee that the next time will be the same in any case

And since they are not even available from iPhoto it is all moot for this forum in any case
