I understand from your post that when you try to sign up for the individual Apple Music subscription that you are taken to your billing information, but after agreeing to the monthly charge you are routed back to the free trial page. I love my Apple Music subscription and want you to be able to enjoy yours too!I would recommend verifying that your payment method is one of the valid payment methods accepted. This article lists the valid payment methods:

About valid payment methods
When you first sign up for an Apple Music membership, you can choose only one of these payment methods:
- Credit card
- Debit card
- Mobile phone billing (through supported carriers)
- None, to use store credit (if you're signing up for more than 1 month of membership)
To use store credit to pay for your Apple Music membership, you must have enough store credit to cover the amount of your first renewal. Learn how to add store credit to your account.
After you sign up, you can change your payment method to a different method, such as PayPal.

Please Note:
Change or remove your Apple ID payment information
If you change your payment method to a credit card, the iTunes Store places a temporary authorization hold on your credit card to verify your updated account information.
