Trash does not empty even when deleted.

I have added items to TRASH and moved items from JUNK to TRASH, then select all and hit DELETE. The items remain in TRASH. Why won't they DELETE? El Capitan 10.11.6 MacBook Pro

MacBook Pro, OS X Mountain Lion (10.8.2)
