Can we use both fingerprint and passcode to unlock phone?

Is there a way to allow the fingerprint scanner to unlock the passcode as a second security (or even do it the other way around would be better for me as I like to read notifications before unlocking it and putting a different finger on the button counts as a wrong fingerprint.) which then we enter the passcode to unlock phone? I want to use both, not pick between one or the other.

iPhone 6s Plus, iOS 9.3.4

Thanks for your reply. I have that set exactly as you said but it doesn't seem to be a solution to what I was looking for. I'm just looking to know if it was possible to use both the fingerprint and the passcode straight after to unlock a phone. So if you went to check your phone, you either need to do the fingerprint or the passcode to unlock it but what I'm looking to know is can I do both rather than just one of those to unlock it. As in place my finger on it to do the fingerprint scan, then enter the passcode myself after that to unlock the phone.

No, you cannot do both like that. Once set up, the primary unlock is via fingerprint sensor so that it instantly unlocks when you press home. The passcode is there as a backup and alternative if the fingerprint scanner is nit working (e.g. If dirty) or to verify the user after an update, restart or restore. There is no feature in iOS to require both sequentially.
