Q: disabled account

Hi

I cannot run updates as it says my account is disabled. ( have changed the password several times but it still doesn't let me sign in to update anything) I cannot sign into cloud account for same reason.

I can sing in to iTunes and pay for new apps. Why is the disabled message coming up?

how to sign in when repeatedly told account is disabled?
