Hi, KarazHPC!

Thanks for using the Apple Support Communities. After reading your post, I see that your MacBook Air isn't booting up as expected. It tries, but will never complete, and safe mode produces an error message on your display. I rely on my Mac every day, so I know how important it is that yours boots up. I'd be happy to help!

From the screenshot you shared, the message appears to be what is called a kernel panic. There are a few different reasons you might be experiencing a kernel panic, and the article below will give you some more information on that, as well as several steps you can try to help resolve the issue. The first step is to try safe mode, which you have, so you can skip over that.
OS X El Capitan: If your Mac restarts and a message appears

Have a great day!
