I understand your logic, but many of the users that we provide the link to may not read the disclaimers and have an expectation the feedback link is a communications link with Apple. It is much easier to be surprised by an unexpected response, than to be waiting for something and not receive it.
I can also agree that "never" may have been too harsh of a statement, knowing what I have seen with elcpu, I believe the intent was to just reiterate Apple's initial statement regarding feedback that I copied and pasted. (I don't expect that I could speak for elcpu, but I believe my expectations to be correct) I would imagine in the future that it would be toned down and the verbiage conform with what Apple states. The feedback provider could always read the final statement and take it for what it is worth, but still understand the original statement.
