I'm trying to update my OS to El Capitan but can't get past the billing info thing. I authorized using PayPal and I'm wondering do I have to wait a day or so before I can update? Thanks in advance.

You upgrade to El Capitan through the Mac App Store not the iTunes Store.

El Capitan is free.
