Photos "Add Face" feature is broken

Photos prevents me from adding faces to my pictures. I go to a photo in my album, click "Get Info", and then "Add Face." A circle appears in the photo. I'm supposed to be able to drag and resize that circle to teach Photos where the face is. I cannot move the circle, although "Click to Name" works. Sorry for the lousy photo here but this forum has size restrictions and there is no way to provide a video, even in the year 2016. Sigh. This is version 1.5 of Photos, the latest.

Sometimes quitting Photos will help as well. But because macOS may not really quit Photos and keep it cached, ready to resume, quitting Photos may not suffice. If we are unlucky, the old state will just be resumed., when we launch Photos again. Since this new process model of "Sudden Termination" and "Resume" has been introduced with MacOS Lion, It is quicker to go straight for a restart of the system, to be sure, that not a cached version of an application will be resumed.
