On the device, open Settings, General, and then About. If the model number has AB, AE, or possibly AH just before the slash, it won’t have FaceTime. Otherwise, check the device’s restrictions.

I have one of the original iPad 2, 64 GBs storage models and it has FaceTime.

The model number suffixes that Niel posted indicate that the iPad was designated for sale in certain Middle Eastern countries. FaceTime is banned in those countries and those iPads will not have FaceTime.
While the hardware supports it, restrictions set by some Middle Eastern governments disallow its usage in those countries; an iPod touch or Wi-Fi-only iPad from them won’t have it, and other iOS devices originating in them will only have it if the installed SIM card overrides the lockout.
This applies to the current devices as well as older ones.
