Q: I'm having iTunes Store problems
MY payment method keeps being declined and I can't cancel my subscriptions on iTunes wich means i also can't select no payment method which means I can't download any new apps

What happens when you try to cancel them : View, change, or cancel your subscriptions - Apple Support ?
And you are looking for 'none' just by logging into the account, you won't get it when trying to download something : Change or remove your Apple ID payment information - Apple Support
