I cannot unlock my iOS account. I have edited every setting I could. I only recently could sign in but I cannot get apps, add my old ones, or get music.

I Have been looking at my old account, and finally got in. However, I cannot get apps, music, or install old ones. I changed my password, settings, and device. No luck. Help me unlock.

iPad 2, iOS 9.3.4, Can use cloud, and open contacts.

What exactly happens when you try to download something ,if you are getting an error message what does it say ? If you've changed the account's password have you also done : What to do after you change your Apple ID email address or password - Apple Support ? If after resetting your password and following those instructions you are still getting an account locked message try contacting iTunes Support via the 'contact us' link at the bottom right of every page on here.
