Several times I've set my FMF notify to notify me when a friend leaves or arrives at a location.
Never has it notified me.
I've often checked their location, and found they've left, or arrived at the destinations succesfully, but not once did FMF notify me!
I've running the latest iOS on Iphone 6 SE.

Your friend might be in a location with poor cellular coverage. Also, make sure your friend:
Has Find My Friends turned on in Location Services (Settings > Privacy > Location Services).
Has turned on Wi-Fi in Settings.

That's not really the answer!
Obviously they have signal and sharing on, as I wouldn't be able to find that they've arrived or left!
And you can't tell me it's every single time without fail.
I have been through all the fault finding and nothing solves the issues here.
