If you're having issues with your iMessage not working with your new SIM card, try deactivating iMessage on your old device. Please use the steps in this link: Deregister iMessage on your iPhone or online
Once you deregister iMessage on your old SIM, try signing into iMessage with your new SIM inserted. If you are still having issues with iMessage after its deactivation from the old SIM, try the tips in this link: If you get an error when trying to activate iMessage or FaceTime
