If your iPad won't turn on, based on the page that you posted from, and if its battery isn't flat, have you tried a soft-reset/reboot by pressing and holding both the home and sleep buttons for 10 to 15 seconds to see if that gets it to boot up ?
If it's a different problem ... ?
