When you say "charger," do you mean a USB (or FireWire) power adapter that you plug into a wall outlet, OR the docking cable for connecting iPod to computer?
Either way, a power adapter or docking cable is something that is replaced instead of repaired.

No. You need to buy a replacement from Apple or a (cheaper) third-party product. Apple would only replace it if a manufacturing defect caused it to fail during the warranty period.
