Guest Wanting Keychain Access

I know there are a million posts about the system wanting Keychain Access, but only a few of them seem to involve the Guest account, making things even more complicated. I periodically get pop-ups wanting access to the "local items" keychain, but because it is a Guest account, there is no password that works. I've tried signing out and back in, which should wipe the account, keychains included, but the problem persists. This is particularly annoying and I would appreciate any help.

Other possibly relevant information:

This only seems to happen on the Guest account. My administrator account works just fine.

When I sign into the Guest account, the keychains I see in the app seem to be the same as my administrator keychain, which I don't know if normal or not.

I don't have iCloud set up on any account, which is odd because I believe that is the purpose for the local items keychain.
