Q: I can no longer tether SE to Surface Pro 3

I can tether my iPhone 5s to my MS Surface Pro 3 but not my SE. However, earlier in the day I could tether using 9.3.5. The only software update that I am aware of is iTunes. Any ideas?

elcpu, Thank you for your rapid reply! But perhaps I am not using the correct terminology? What I want to do is attach the phone and the computer together via the lightning cord, so that I can move files around. This works with the 5s but not the SE (the SE worked earlier in the day).
