Hello, to keep the notes app up to date you have to update your device. Here's a link on how to install a iOS update > https://support.apple.com/en-us/HT204204

If you have not upgraded your Notes on your iOS 9 device yet, all you have to do is to open Notes and click on Upgrade.

If you are asking a different question, please clarify.
