Yes -- I just tried it. OS X 10.11.6; Numbers 3.6.2; Contacts 9.0
top copy contacts to any application the destination application MUST be added to the list of applications allowed to access contact. This is done in "System Preferences > Security & Privacy > Privacy":
select "Contacts" on the left, then make sure Numbers is enabled (or allowed) to access contact information
On my machine (Numbers 3.6.2, OS X 10.11.6) I seem to be able to click and drag from Contacts to Numbers whether or not I have 'Numbers.app' checked at System Preferences > Security & Privacy > Privacy > Contacts.
I see some former bugs involving dragging entries from Contacts with images have been squashed.🙂
