I understand you are a subscribed member of our Apple Music service, but you are unable to open the Music app. When did the music app stop responding? If you have recently updated your iPhone to iOS 9.3.5, and the issue still persists, then I would recommend the following.
1. Restart the Music app - Close the app and open it again.
2. Restart your device - Turn your device off and back on.
3. Backup the iPhone - How to back up your iPhone, iPad, and iPod touch
4. Restore the iPhone as a New device - How to erase your iOS device and then set it up as a new device or restore it from backups
When you set up your iPhone like it is a new device, this will restore everything to factory settings.5. Turn on any iCloud services that you used before, including iCloud Music Library. (Tap Settings > iCloud)
6. Make sure you have a good Wi-Fi connection to the internet. (Tap the Safari app and go to www.apple.com).
7. Tap the Music app to launch it.
If your issue persists after trying these steps, please reply to this thread with any additional information you can provide, including error messages, if you see any.
