Is it a 'proper' charge (does it show on your iTunes account's purchase history ?), or a temporary store holding charge (About payment card authorization holds in the iTunes Store - Apple Support) ? If it shows on your purchase history contact iTunes Support : http://reportaproblem.apple.com
