Mac OS XThe better way is to move your complete iTunes folder (with all library data and media) from your old computer to your new laptop. That way, you get everything (including supporting data such as playlists, play count, rating, date added, etc.), not just your song files added to a new iTunes library. If this is possible, you can post back for more info.
You cannot use iTunes to transfer from iPod to computer, except for media purchased from the iTunes Store. iTunes syncing is generally in one direction only, from iTunes library to iPod. However, there are third-party methods and utilities that can transfer from iPod to computer. An Internet search on something like "ipod music transfer" should provide some useful links, including an article by CNET on the topic.
NOTE: Past purchases from the iTunes Store can be downloaded again (on your new laptop) at no cost
