Can I limit safari to only be used with wifi?

I am trying to limit my child's phone to only access Safari when wifi is available. Is this possible without having to purchase a parent security program?

iPhone 5, iOS 9.3.5

No, I'm not. Browsers typically just use the computer's selected network connection. On the Mac you can use only one connection at a time although both may be active.

Why do you wish to restrict your child to use Wi-Fi? Any phone connects only to Wi-Fi, and its browser will only be using Wi-Fi. There really is no need to impose a Wi-Fi-only restriction. That is the only protocol they can use.

Yes. Please read Use Restrictions on your iPhone, iPad, and iPod touch - Apple Support. The applicable setting is described under Changes to settings and accounts and will be found under Settings > General > Restrictions > Cellular Data Use.

"Don't Allow Changes" will prevent your child from altering your preferences in Settings > Cellular. In your case, turning Cellular Data "Off" or "Use Cellular Data for:" > whatever you choose. One of those choices is Safari.
