Can I limit safari to only be used with wifi?
I am trying to limit my child's phone to only access Safari when wifi is available. Is this possible without having to purchase a parent security program?

You can create a Managed Account for your child and use Parental Controls to limit time. But you cannot limit Safari to use a particular protocol. That is restricted to the Network itself via Network preferences.

No, I'm not. Browsers typically just use the computer's selected network connection. On the Mac you can use only one connection at a time although both may be active.
Why do you wish to restrict your child to use Wi-Fi? Any phone connects only to Wi-Fi, and its browser will only be using Wi-Fi. There really is no need to impose a Wi-Fi-only restriction. That is the only protocol they can use.

"Don't Allow Changes" will prevent your child from altering your preferences in Settings > Cellular. In your case, turning Cellular Data "Off" or "Use Cellular Data for:" > whatever you choose. One of those choices is Safari.
