I'm going to buy a Wacom tablet, and one of the requirements are "OS X 10.6.8 or higher (Intel Core)". Would 10.8 work?

Yes. Mountain Lion is later than Snow Leopard.

Yes. 10.6.8 or higher means that 10.6.8 is the minimum requirement and anything later would work as well.
