My dad has an iPod Touch 2nd generation that he won't sync his iTunes content.
He is running OS X 10.11.6 and the iPod has the latest iOS available (4.2.1). I tried resetting the iPod but it still won't sync to iTunes (12.4.3). Is this generation too old to sync to iTunes? I don't get it because my old 7th gen iPod classic syncs perfectly fine.
What exactly happens when you try to sync?
It connects to iTunes and the status changes to syncing but then it stops after a few seconds and no music is transferred.
Also tried syncing on my Macbook with exact same iTunes software and OS X 10.11.6 and same result.
You can only sync with one computer and it sure sound like you have synced it to another computer.

If all the synced media like apps and music are already in the iTunes library of the new computer just backup to iTunes and restore from that backup.

I reset the iPod prior to trying to sync it to my own computer.
What do you mean by reset?
Apple says a reset is:
Reset iOS device: Hold down the On/Off button and the Home button at the same time for at
least ten seconds, until the Apple logo appears.
Under general there is the option for reset and restore. I have done that twice to no effect.
You need to connect to computer you want to sync with and restore. Did you do that?
Yes it was connected to the computer while doing the restore and reset.
After it was complete it gives the option to sync as a new iPod to iTunes.
I selected that option, deselected manually manage songs and selected sync checked songs and clicked apply. It started to sync for a few seconds and then stops saying sync is completed. I opened up music on the iPod touch and it states there is no music.
Can you sync any media like photos to the iPod?
Does the music play in iTunes on the computer?
Do you have the right boxes checked to sync? Irt could be that you do not.

Try syncing using the manual method
Ok did not realize there was a separate tab under music that needed to be checked for it to sync. It did finally sync after checking that box off.
