Can't get rid of "Photos" icons

I can't get rid of about 800 photo icons with "!" from the iCloud on my PC. When I click on any of them to delete them, I get a message saying "Photos has stopped responding". This is so annoying, as they take up a lot of space on my screen. Any idea how to get rid of them. The screen shot shows what it looks like.
