Q: placement of mail attachments

Apple Mail used to place attached jpg or pdf files within the body of the current message.  Suddenly, my Mail program places attachments at the bottom of the email including all thread messages, which is annoying if the thread is long.  Is there something I can do to allow me to place inline attachments either within the message body or (at least) at the bottom of the current message?

I believe this happened when i upgraded to El Capitan (along with a host of other issues).
