Q: Why are email messages I receive being sent to junk, but it is not junk?

When I receive the junk emails that aren't junk I mark them as 'not junk' and move them into the correct inbox. I have put them into contacts exactly as the sender has the email configured, i.e. with capitals in the right place. I made a rule that those emails would be put into my inbox. In preferences I set custom actions for junk to be 1) message is not addressed to my full name, 2) Sender is not in my contacts, 3) Sender is not in my previous recipients, then move to junk mailbox. This sender is in my contacts, does address to my full name and is in my previous contacts. How will I be able to fix this?

iMac (27-inch, Late 2013), OS X El Capitan (10.11.4)
