Q: Message saying "You must change your password within 60 minutes"

IF you have an work exchange email account on your phone - then it will be your employer asking you to update your password.

OR it could be Apple suggesting that you use a 6 digit passcode instead of the 4 digit.

i think this is a virus..it maybe caused by  sites that you previously visited thru Chrome or safari using your iPhone

There are no known virus for a non jailbroken Apple devices...

Are you using a Microsoft Exchange account on your iPhone?

That depends... where do you see the message? Safari prompt or something else?

yes I have microsoft account and keeps asking for my password

If you have an Exchange account the Exchange administrator can require periodic passcode changes.

That is the reason for the message. Microsoft Exchange can impose a password change requirement.

Although its value to device security is debatable, it is a legitimate requirement from the Microsoft Exchange server you are using.

after digging around on the web it appears Johns assessment is the logical answer. Apparently Microsoft decided a vague and suspicious looking prompt would give iOS users more of an unnerving Windows-like experience.
